At the farmer level, increase production through improved and quality horticultural crop seedlings / cuttings, seed production and distribution, soil health protection and fertilizer management, expansion of agricultural technology suitable for areas potentially affected by climate change, increase production of high value horticultural crops, quality crop production for export and Expansion of its area, planning, development and implementation of horticultural crop production floating in wetlands and rooftops. 

Introduction of e-agriculture in horticultural crop production and market development and overall development and implementation of farm mechanization in agriculture, establishment of adequate industries for production and processing of zone based horticultural crops, expansion of nutrition education at all levels, development and expansion of market system with proper infrastructure .
